This is an unoffical port of the game using Balatro Mobile Maker (https://github.com/blake502/balatro-mobile-maker)
An official app is in the works according to the dev, but this will do for now.
As it is a port of a PC/desktop game, to use it you need to use it like a touchscreen on a laptop or something. Press and hold the screen to hover over things. Use the back button to enter the escape menu.
